Payments for City of Elaine Services and the Elaine Water Works Department: Please Note: Water Payments must be paid by the 15th of each month to avoid a late fee or disconnection of water services.

Payment By Phone

If paying your bill by phone, please dial 870-860-8175 and follow the prompts. Please have your account information ready. 

Payment By Mail

If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.

Payment Drop-off Location

You may pay your bill in person at our office at 116 Mainstreet. We accept cash, check or money orders, and will began accepting credit/debit card payments in our office beginning Oct 1, 2024. Office hours are 8am-4pm. Thursday office hours are 8am-12pm.  We have a 24 hour dropbox on the door. To avoid longer wait times, please note that Mondays, Fridays and the 1st-10th of the month are normally very busy.
